It's currently not possible for ST to replace Action Network in the world where certain committees within an org only have access to a sub-section of emails from which to send messages from. Is there any plan to implement some sort of chapter committee structure within ST?

You can do this today with sub-organizations and chapters. Each committee would be a chapter within a sub-organization under your root org. Team members scoped to a chapter only see resources and email senders within that scope. You can set this up under Settings > Chapter Structure.
