The emails shouldnt be branded. Need a blank CSS free template i think for this 

I cant find a field for legislator title,

I cant figure out how to do the "let users edit" set up. there are instructions here (Enable Message Customization) but i dont know where to find the "Add a Multi-line Text Area Field" option

the emails will come "from" HJ4A with the constituent email only in the "reply-to"the emails, would be better if they came from the constituent if possible but not sure you can do that
